Are we permitted to guess on who the surprise guest could be?

I have an important issue. Because I am interested in finding out the official situation here in Greece regarding importing the Aptera to Greece, I went to the regional ministry of Transportation responsible for importing cars, to inquire about it. They told me that that they were unaware of how to import vehicles that are were homologated by the EU. When I told them that EU regulations made provisions for member countries to grant exceptions for imports of non homologated vehicles for personal use as long as it was not for commercial purposes, they said they were unaware of such a regulation. They however told me that if I could show them the relative EU regulation, or law, that granted such exemptions, they would be glad to look into my case.
My question is this: Is there actually such an EU regulation (I have heard that there is). So if yes, can anybody point me to the regulation or provide me with the necessary reference (law, article, section, etc.)? Thanks, ALL, for your inputs.
S/P: I want to have this information handy when I come to our meeting in May so we can brainstorm on it. I would also suggest that all participating European countries try to find out the situation of things in their individual countries so we can compare situations and brainstorm together for our common good. Maybe one country's more favourable situation could be used to the advantage of the less favoured countries.
